This program is unable to provide emergency rental assistance or assist with deposits. Emergency Assistance is available for those who are struggling to pay for rent, housing costs, and utilities at mnbenefits.mn.gov.
Scattered Site Housing works by Coordinated Entry referral only. To complete an assessment:
In Ramsey County: Visit Ramsey County’s website for resources.

Affordable housing across Minneapolis and Saint Paul
The Scattered Site Housing Program provides supportive services that help people experiencing homelessness secure and maintain housing in apartments throughout the community.
Catholic Charities Scattered Site Housing helps adults who have experienced long-term homelessness secure housing and access to services to help them remain housed. Catholic Charities provides the initial outreach and post-placement services, such as access to benefits, transportation to medical appointments, necessities (such as food and furniture), and referrals to community resources.
Ongoing case management is provided to each participant to ensure housing stability and minimize the risk of returning to homelessness.
