5-Year Strategic Plan

2026-2031 Strategic Plan

As our community confronts increasing need, Catholic Charities Twin Cities embarked on a strategic planning process to ensure our mission remains responsive, effective, and resilient. From December 2025 to June 2026, we developed a five-year plan through input from 854 clients, staff, donors, volunteers, community partners, and board members, establishing a future direction that reflects diverse perspectives and supports our mission and long-term sustainability.

With gratitude to the clients, staff, leadership, steering committee, planning committee, the Lived Experience Advisory Board, the Board of Directors, donors, volunteers, and community partners whose voices shaped this plan, and with special appreciation to Imagine Deliver, whose guidance and strategic planning expertise helped bring this vision to life.

“How might we design a strategic plan that reflects the people we serve, builds on our strengths, and helps us lead with clarity, creativity, and focus within our financial landscape?” — Central Design Question

What Comes Next

Given the scale and complexity of the challenges facing our community, the most responsible path forward is not to assume we already know every answer. Rather, this strategic plan provides a framework for rigorous assessment, collaborative problem-solving, and bold innovation to ensure our programs achieve the greatest possible impact for the 25,000+ people who rely on Catholic Charities Twin Cities each year. Catholic Charities’ strategic plan focuses on four priorities that strengthen the quality of our work, support our staff, and ensure financial health and revenue growth needed to sustain our mission over time.

Strategic Priorities

These four priorities will be advanced through twelve initiatives, each implemented by a cross-functional work group. Regular progress updates will be provided to the Catholic Charities Twin Cities Board of Directors.

  • Quality Impact and Engagement
  • Talent, Culture & Operations
  • Revenue Activation & Growth
  • Financial Sustainability

Keeps the mission at the center, helping ensure that the people CCTC serves receive high-quality care, that the organization is visible and trusted, and its story is told compellingly.

Talent, Culture & Operations

Revenue Activation & Growth

Focuses on building the revenue base required, including growing philanthropic giving and ensuring public funding makes strategic sense.

Financial Sustainability

Ensures financial discipline and structural integrity. Programs are regularly evaluated, and assets are managed proactively to sustain the mission.

Initiative Work Examples

Client-Centered Pathways

Establish clear, client-centered pathways that define meaningful progress for the people we serve, so that programs, staffing, and resources are aligned with realistic goals and needs.

Operational Infrastructure

Build and strengthen the technology, processes, and workflows that keep the organization running efficiently and allow staff to focus on the work that matters.

Public Funding Review

A systematic review of every public funding agreement to understand what is working, what needs intervention, and where decisive action is required.
